Laptop stays in the stut down mode

Hello,
I have a hp by compaq, it will not start up unless I press the power botton. I have tried recovery and setting it back to when it was working properly three mybe four times. However, when ever I ask it to restart, it just sits with the blue screen saying shuting down. I've waited six or more hours and it still will not restart unless I press the power button. I've done that to many time now, which created a black screen with white writing and a countdown menue. Okay! I fix that however, I'm back to it not shuting down or restarting without me pressing the power button. Please help!!!!!!!!!!!!!

You have a program running that Windows can't stop before it will shutdown. You must hold down the POWER switch until it shuts down.
