Safe Mode works but Regular Mode DOESNT work

Hello,
I recently updated my computer, however the update ended up making my task bar on bottom like the old school classic gray color. And im running on Vista. I tried changing the settings in control panel but that didnt work. So i tried restoring my computer and it didnt work, im guessing. Now when i start to boot up in regular mode, it sometimes gets to the desktop screen but then will immediately restart on its own, consistantly doing this. Yet when i boot up in any of the safe mode options, my computer works like brand new. Im just wondering if anyone knows how to help me. Please reply if you do immediately... im college student with limited income and cant really afford to buy or have someone fix my computer. Thanks. I appreciate it.
