Operating system not found

Hello,
I have a HP Pavilion 600 laptop and have 2 issues:
1) when I power on the computer I get "operating system not found" message ... so how do I restore the computer back to factory settings
2) before this happened my DVD drive stopped working ...so how do I restore the computer back to factory settings

Normally this message is displayed when the hard disk is broken or disconnected.
