can you be more precise about what is disabled and what are you trying to enable???
You can enable a USB port
Please try this:
To enable the access to USB port:
Click "Start" then click "Run".
type "regedit" to open Registry Editor, and then click "OK".
Search for the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\UsbStor

At your right, double-click "Start".
In the Value data box, type 0, click Hexadecimal, and then click "OK".
Close Registry Editor and Restart the machine.
