Rundll Error

Major problem with computer - assume downloaded virus. Cannot access existing programs or open any downloaded registry fixers/editors as when press run or open the dialogue box epons asking which type of file do you wish to associate the program - the one that is needed obviously not being there. Please help
Have tried various solutions but to download a virus program or open existing virus program not possible. Have tried restore system but cannot acess program due to serror mentioned
