Outlook express wont send outbound mail

I can get incoming mail in outlook express from hotmail and ATT but my out going does not work and my configurations are all correct as well as pass words etc.. port numbers are 25 and 995 and both are checked with check mark I set timeout to 5 mins it was at like 2 or less under servers tab is pop3.live.com and outgoing is smtp.live.com
last part on bottom is outgoing mail and is checked as server authentication and under settings button is set "same as incoming" so why wont my outgoing mail work?
