No menu bar on xp

Hello,
I have been using windows XP for a while now but it seems that I can't figure out how to add the menu/title/program tab when I use the Task Manager. Is that normal, or is there a problem with my computer system?

Hello,
I jsut can't open explore in all windows.. When I open file the window shows blank with no menu bar as well in internet explore.. Can you adjust to fix that promlem with advise... Thanks
