Sorry to say but you are in big trouble, one of the biggest !
Three important questions which may be a start to resolving the issue. Do you have access to command prompt? Do you have access to your task manager? If need be, would you be able to download from another computer, save on a flash drive and run the application on your infected apparatus?

Hello Kevo,
I am very sorry, but If you do not even access to command prompt, the very last thing that should be working on a system, then I am afraid to say that we are left with nothing to work with and work on.
The last thing I can recommend is insert your Windows XP disk, reboot you computer and attempt "R" for repair.
