What to do when desktop does not boot?

When I press the power switch of the CPU, it is turned on and so is the monitor. However, after displaying "Windows XP", the monitor prompts this message:

"Power saving enable. The monitor will shut down in a few seconds."

When I try to switch on the monitor, this is what appears:

Self Test R, Check your PC and signal cable G, Monitor is working B

What do you mean it wont turn back on? You can't see anything displayed on the monitor? Do you have a POST beep or POST report? Where is it freezing? What's the issue?
