GTA SA not Starting in Windows 7 32 Bit

Hello I have Penitum 4, 2.7 GHZ 1 GB ram and contains no graphic card. A few days back I installed GTA SA on my PC and it worked after installing Directx11 now after formatting my PC I am not able to run it. It doesn't load up and the screen flashes for a second and then returns back to the desktop. What could be the problem?
If my system doesn't meet the minimum requirements then how was it possible for the game to work the last time?
