Help me for the following problem(Excel)

Dear All,

I have an excel sheet which looks like following with the column header(part, Assembly,AVG)

7 1.34 40.97
4 5.59 47.38
2 6.19 33.74
1 6.24 39.58
8 6.63 78.76
6 7.76 2.08
5 8.01 5.36
3 9.70 20.01

Now what i would want is following, 1st column says part which is number of parts of some machines(not sorted) , This data is collected manually from somewhere. what i want is, suppose i have 100 parts(1 to 100) and each part has Assembly and AVG column as output. now i want the following
1st - find the smallest value from this two columns(Assembly and AVG).
2nd- if the smallest value found in column assembly than put that row at the end of the list. or if the smallest value found in column AVG than put that row in biggining of the list and eliminate that row for the next search.

--> Example( from the above sheet data we can see that the smallest number is 1.34 which is first row and found in column assembly, so that row will go at the end of the list and eliminate that row for the next search.
The next smallest is 5.36 and founf in column AVG so it will go to the beggining of the list and eliminate that row fo the next search. so the final outout would look like following. and so on..

please give me some solution for the above . You can ask me anything about this via mail, Its very urgent, I am doing some school project and have to submit it by end of this week, so please please help me.
