Inspiron 546 boot problems

have an inspiron 546, and once it gets passed the windows xp logo, it has a black screen. When I try to press f2 or f12 or ctrl f11, it does nothing. If i press f8, i get the menu, but it won't load safe mode or anything similar. The compuiter is 2 months old, and I have a windows repair cd, but i need to get to the settings and change the boot menu to do that, but i cant access setup or boot list. What should I do. P.S. There is 1 beep that comes on right after POST.
