Pop up reminder of expiry date

I need to set up pop up reminders in excel that open when the system is switched on (and irrespective of applications running). The reminder needs to alert me about the due date (day-month-year) of xyz atleast 3 weeks in advance. The due dates are in row E.
Please help with VBA code.
