Hi,
The 'toolbar' is probably the docking application and can be downloaded from
https://www.stardock.com/ just search for dell dock and download.
The webcam driver is no a cd that you should have recieved with the notebook. Otherwise, get it from support.dell.com. On the website, click on support for SMB, then click on drivers and downloads> enter a svctag> enter the tag on the bottom of your laptop, select proper OS, download and install.
