Computer screen not coming when i start

Hello,

When i start mt computer the screen goes black moniter power light bling bling and bling after 5 min when window load then screen come what is the problem why monitor didnt work when i start why it is working when window load fully can you help me please ...!

Dear Sir,

Please check whether the 15 pin monitor and power supplying cable is alright and also please check it out whether you can to access to the OS in safe mode and indicate.
