Format screen Windows 7

Hello,

When I am watching video from Russia on computer with OS XP ,I can watch video in full screen,but when I am watching on computer with OS Windows 7 ,I have on the screen on both sides black bars,not full screen.I read, that format for widescreen XP is 16:9,but for Windows 7 is 4:3.
And one more question,how can I make full screen on TV,when my computer with XP connect with HD TV?Now I have on TV black bars on the both sides.
