Computer switched off during system restore!

Hello,

During a system restore my computer was switched off half way through and when I turn my computer back on it loads ok and allows me to enter my password but when my account is loading an error message comes up saying ' this application has failed to strt because WININET.dll was not found.' then after clicking ok my account picture loads but no short cut icons or any other buttons load, all I am able to bring up onto the screen is task manager.
Please help if you can
