Anti virus protection is the actual virus?

Hello,
So today i was on my laptop and this anti virus that has been downloaded is i think the actual virus. it wont let me open anything but that program. I called the number, it was a fake and i looked up the adress and it also ended up being fake. how do i get rid of it when i am un able to open any program on my computer?

Hello Stephanie can you open your internet browser to get access to the net if you can then go and down load Rkill from....

https://download.bleepingcomputer.com/grinler/rkill.exe

then download Malwarebytes from here.....

https://ccm.net/downloads/security-and-maintenance/4621-malwarebytes-anti-malware/

then up date it and then pretty please do a full scan it may take from 20minutes to 2 hours depends on how many files it has to find.

Well i knew she will have to use this and the only way to do it or do it in safe mode with network.
