In the circumstances you have described, the best first solution to try is to perform a non-destructive restore, which mean to restore your system back to a date before the problem occured.

Yes. Hallelujah! I'm reading this to find a replacement for Onecare: https://www.makeuseof.com/tag/ten-best-antivirus-programs/ -Pat
