Can't log in it automatically logs me out

Hello,

My lil brother went on my computer which I have windows xp and deleted my winlogon file in system32 and it's in the recycling bin now but he also turned off my computer now I can't get back in to restore if plz help.

Please log in safe mode and carry out a system restored to get the problem solved.
