Populating a list based on a specific value

Hello,

I'm trying to get a macro for populating a specific list based on a specific value entered in the cell next to it. part of the problem is that the population would need to be going vertically and would therefore insert rows into the workbook with specific values in them. if i was looking for this to be horizontal i would simply do a choose/match formula (as i have another list that's doing the same thing and for that, because it's horizontal, i'm able to use the aforementioned formula), but for vertical, i'm stuck.
