I love that game! A BLJ is performed by doing combo long jumps. First run, then do a long jump, while still holding down Z move the control stick in the opposite direction and repeatedly press A. Mario should still be in the air as you are pressing A and when he lands he will BLJ.
Practice doing long jumps in succession first, it takes practice.
You can use this to bypass the infinite stair case if you don't have 70 stars... but don't, because cheating is never the answer :)
