HTTP Server Closed

Question

Hello,
Dear Friends! Here i got a problem some one solve it please

How to Creates HTTP Server on my Pc Then opens a random port between 1024 and 10000 and acts like a 

web server. 

It is done with programming or what does this mean?????????

The HTTP needs to be set to 80 for the internet to find it as an HTTP server or else people who attempt to connect to your server/website will have to add :####  to the end of the address for the particular port to be found. Check in the configurations dialog box.
