BOOTMGR IS MISSING

Hello, My computer keeps saying BOOTMGR is missing. My computer is Toshiba Satellite A130/A135. I have a Toshiba Recovery disk but it didn't work. (Toshiba Windows Vista) This has happened before, but every time it did, I used the recovery disk, and it worked. But this time, I have tried it a million times and in the end, it says "There was an error trying to read the disk." (There are 2 disks) Could someone help? I think I may need a completely new hard drive...
