Have a pretty big problem

Hey i am trying to fix my computer, It has a virus i believe. It will not let me use system restore, when i open internet it takes me to a different page then what i opened, virus scanners and etc. does not run anymore. It says the maximum number of secrets in a single system has been exceeded. How do i fix this? Plz email me at hawkcarter69@hotmail.com if you know how to solve this problem of mine.
