Formatting partitions

Hello everyone,

my greatest problem atm is the fact that i had asked some one to partition my 250gig hard drive in my laptop, well being that they were sick and irritable, they didn't finish up the job by formatting the new partition, and moving the files over, what do i need to do? and how do i need to do it?
