Can't do anything

Hello,
I was having a problem with microsoft word/works starting up and my computer has windows xp wouldn't allow me to restore to an earlier date. When I went into safe mode it let me but when it started up again it said can't start up missing wininet.dll reinstalling this may fix your problem.
The new problem is when I start up my computer regularly or in safe mode it gives me this error again and my screen saver but np icons and it won't allow me to do anything. I tried ctrl.-alt.&del. but it won't give me task manager. So I can't reinstall this even if I new where to get it. Also my recovery dish that came with my computer with only install about 1/3 of the way before telling me it can't go any further because of this missing file.
I really need this information badly as I had just started a new business and all my info. is on my computer so I really need it.

Sorry you have such problems. I think you have a virus/Trojan that caused your initial problems. The aborted reinstall/recovery of Windows has further intensified the scope of your mess. At this point if you need those files about the only SAFE route is to pull the drive out of your PC and use another computer to copy them. This is best done by an experienced person who has done this before.
