Greetings!
This is a link to the HP formatting tool - it might format your drive. Most likely your drive is DEAD.
https://ccm.net/downloads/tools/4639-hp-usb-disk-storage-format-tool/
And make sure that you pendrive is not write protected, refer to the link below:
https://ccm.net/computing/hardware/787-how-to-disable-write-protection-on-a-usb-key/
Let me know if the problem still exist!
