XP antivirus 2011 virus aftereffects

Hello,
Today I got the fake antivirus and as soon as I got it I went to system restore and restored it to yesterday, but when my computer started up, nothing would open. Everytime i clicked on an icon the "Open with:" window would come up, and that is the only way I can open anything. Also, IE shows "cannot display page" for every website and firefox shows "problem loading page" for every website. I have tried system restore a few times, including going into safe mode to do it, but it doesn't work. The virus appears to be gone but I can't open up the internet at all. Any help would be appreciated.

Hello,
Try this 1.
Internet Explorer :
Right click on the "Internet Explorer" icon -->Click on "Properties" --> Click on
"Connections" tab --> Click on LAN settings button. In that window uncheck all
the options, if you notice any option selected.
Firefox :
In Firefox, Click on Tools --> Options --> Advanced --> Network --> Settings -->
select "No proxy" option and click on OK.
Now check if you are able to connect to the internet.
Also let me know your "Operating System"
