Downloding speed limiter

Hello,
i have a linksys router and a connection too (10mbps) and from my router i am providing more 3 wired connections but all 3 of them download stuff from internet and i dont get any downloading speed ,so i wanna ask that is there any software which gives a download speed limit for the 3 connections........or a download speed time sheduler....any software so that i can controll there speeds...??????
