Try saving the following as a .reg file, run it, restart:

Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Keyboard Layout]
"Scancode Map"=hex:00,00,00,00,00,00,00,00,02,00,00,00,00,00 ,57,00,00,00,00,00

Should completely disable the F11 key
This may just disable the F11 key and not the combination, probably because of a different scancode. If it doesn't work, just delete the entry.
