My computer won't download

Hello,
For some reason when I try to download a program from the internet, I get the window asking to save the file, but I can't get the "run file" window. My computer just won't download anything. Can someone please tell me how to fix this problem.

If its Internet Explorer, Go to

Tools, then Internet Options. Click on the Advanced Tab, and make
sure the "Do not save encrypted pages to disk" (in the Security
section) option is UNCHECKED.
