System boot up failure

Hello, My system is unable to boot up to windows, but my graphic card fan spins at 100% continuously with all the LED lights on my motherboard lighted up. Anyone can help me pleaseee?

What kind of system do you have and what kind of BIOS output are you getting when you power on the computer

Gigabyte GA-EX-58 UD3R with I7-920 CPU
Team Elite DDR3 10600/1333MHZ 2GBx2
POWERCOLOUR 1GB HD5870
OCZ MODXstream-pro 700W power supply

When i power my system up, i just get a blank screen. I could not even reach the bios page.
