You did not explain the issue clearly
I'm assuming that you do not get the RUN option in internet explorer.you are having only a SAVE option.
Open internet explorer
Tools > Internet Options > Advanced tab > scroll down to Security > you will find an option "Do not save encrypted pages to disk
Uncheck this and redownload
