How to rebuild from a cd

Hello,
I have now tried on 2 occasions to rebuild a laptop 6715b using the OS cd. On both occasions it has not wiped the laptop - just reproduced everything including the user account that was already configured.
The reason for the rebuild is due to my not being able to instal McAfee which is a requirement for our company,. When trying to install we get a message about framework not being available or working or similar.
