Lagging Like the hell with GTA 4

Processor: Intel(R) Core(TM) i7 CPU Q 720 @ 1.60GHz (8 CPUs), ~1.6GHz
Memory: 4096MB RAM
Card name: NVIDIA GeForce GT 230M
Display Memory: 2261 MB
Dedicated Memory: 986 MB

I have played this game with all of the Graphic Setting but still lag. Any Idea?? help me...
