First form a medium sized company. Then get 5 Million dollars from investors. Then hire a team of 10 to 15 stilled programmers. One of them must have worked in the anti-virus field for the last 5 years. Expect to pay him $150,000 to $200,000 will stock options. Then sit back a wait 6 months for them to finish the programing.
This is way-way beyond the scope of what a single programmer can do alone.
