Can't connect to HTTP, HTTPS, FTP

Hello,
I have a Windows XP HP tablet and tried downloading Norton a month ago. It got interrupted in the middle and since then I have had connectivity wirelessly but been unable to access internet browsers. I have since removed all Norton files, scanned my computer with ClamWIn software and found nothing. My IP address is valid and I can ping out and receive messages in command prompt.
My diagnostic tools say that it can't connect to HTTP, HTTPS, FTP. I have tried all the suggestions and nothing works. Any ideas??? Thank you for your help and insight.
