GTA IV too slow on my laptop!

HEY!
So i'm using a Sony Vaio S Series
Intel Core i5-2430M processor 2.40 GHz
with Turbo Boost up to 3.00 GHz

Windows 7 Home premium (64-bit)
Memory 4GB
Hard Disk Drive 500GB

I'm not technologically savvy, so help me out in a less complicated way?
GTA IV is just too slow on my laptop! I tried installing it in my HUGE HOME PC and its no different there... Its like watching terminator move in slow mo.. like seriously slow mo... Its constantly lagging. not off and on kinda lagging, but constantly!! HELP PLEASE!!! O.O

Hi,

Do you change the configurations of your game ? (graphics, etc.)
What is your home PC ?
Is it just for GTA IV or every games you have ? Is it a crack game or do you bought it ?

yeah i think the graphic is too high for ur enternets,or PC, u can buy a grapics card i think that would work
