You need an Internet connection for download

Hello,
I am able to surf the net freely on Internet explorer but if I try and use a different browser such as chrome then I get a web page not displayed message... This is also worsened as when I try to download software from internet explorer I am presented with a 'you need an Internet connection for downloads' message, when clearly I do have one as I navigated to the download page... Please help me find the problem
