How to use bootable disk .exe file

Hello,


My windows Vista system has boot issue. Showing Configuring Windows Update Step 3 of 3: 0% complete and going to loop in boot.

I guess the Windows Vista Bootable disk may be useful to enable booting through disk. I have downloaded ubcd411.exe.

Can anybody help me how to use this.
