Hi amitdazzlerf,
Try the below mentioned steps and see if the issue is fixed:
1. If the Operating System has been recently Installed the drivers were not installed in the correct order. Check the below mentioned link for the correct order of drivers Installation:

2. Once the drivers are installed in the correct order and you are still not able to install the Webcam Central software. Try the steps in the below mentioned link:

3. If you have tried all the steps in the above link and still the issue is not fixed, run a diagnostics on webcam. Use the link below to see the steps on how to run test on webcam:
http://en.community.dell.com/support-forums/laptop/w/laptop/3557.webcam-diagnostics.aspx
If the test fails replace webcam.
