The only place you can find the driver along with software is at http://ftp.us.dell.com/monitors/ and scroll down to the middle to
Dell_SX2210-Monitor_Webcam SW RC1.1_ R230103.exe
There is another one also, but this worked fine for me.

Hi there,
Open run then type msconfig pressing on ok,go to services and startup tab selecting all ,press on apply then ok restart system and try to activate webcam.
