This is driving me nuts...
I can recieve mail but not send please help

You need to set up SMTP authentication in Outlook Express. Follow the steps:
Click Tools -> Accounts -> Mail tab -> Select your account and click on properties.
Go to Server tab and Check the My server requires authentication and click apply.
Hope this will resolve your issue.
