Cant get my cheat bar to come up

Hello, ok so i have tried all the tricks my brother in law even tried and hes a good comp geek lol i have a hp laptop and it has windows 8 on it i tried to look for the hp health center i cant find it i tried using shift ctrl windows c it dident work i tried the normal ctrl shift c it dident work idk what else to try ny sim is living in the geto with a couch and fridge shes not doen to well lol please help also if it helps i have sims 2 deluxe ty please help its just no fun without cheats
