Computer will not recognize exe files

Hello,
my system will not recognize any exe files downloaded or built in from the preinstalled programs list...people say install this or that and that should fix it ..well how can i when it won't open up any exe files..can you help?

"recognize" do you mean not execute the programs?

yes.....when i make an attempt i have an option to use a program in my system...which does not work or find one online ..with no luck either.....
e.g on the icon there is no symble related to the program
