Hi mwa22,
This error message indicates that possibly the hard drive partition which has the image of the Operating System is corrupt. If that is the case, you must install the Operating System with the disc. But, before doing reinstallation I would request you to run Hardware Diagnostics on the computer to ensure no Hardware is failing or causing any problem. You can find steps on how to run "Dell 32-bit Diagnostics" from the below mentioned link:

Also, it would be helpful if you could mention the reason for doing the Factory Restore.
