Black screen after Windows Update

Toshiba Satellite C655 was in middle of an update and lost power. Now have a black screen with an arrow and can't get past that.

Can someone help, please.

It has Windows 7. I found some great advice on this site and was able to do a system restore and now have it up and running, but it has no drivers so we can't connect to internet. Researching now on how to reinstall those drivers.
