Hi khan2iq,
Please try the below mentioned steps and check if this fixes the problem:
1. Do the factory reset on monitor. (Refer monitor user guides for the steps on how to change the monitor to factory defaults.)
2. Check if the issue occurs on the initial start-up screen (before starting the Operating System).
3. If the issue occurs on the initial start-up screen, ensure video cable is functional/not damaged (broken/bent pins). Re-seat the monitor data cable (VGA Cable). If possible, check with a different VGA Cable.
4. Check if the issue persists when the monitor is connected to different computer. If the issue exists replace monitor.
