A HTML file can be opened in any browser. But it might be much compatible with the Google Chrome only. That's the reason he might have asked you to open with it. But most of the html files are also compatible with the other browsers too. If the E-Mail is from your trusted member and you don't have a Google Chrome installed then try to open it in "Internet Explorer" or "Firefox". If you double-click on it, it will open with your default browser. If you want to open it with "Internet Explorer" then open the browser --> Click on "File" --> Open --> click on "Browse" button and select that HTML file. If you want it to open in "Firefox" then "File --> Open".
